The Phase-III Batch-4 of HEC Overseas Scholarship 2026 is designed to support advanced education and research in fields considered important for Pakistan’s academic, technological, economic, and institutional development.

Scholarship Benefits

Successful candidates in the HEC Overseas Scholarship 2026, receive financial support under the approved provisions of the programme, including:

Eligibility Criteria for HEC Overseas Scholarship 2026

MS/M.Phil Eligibility

Applicants for the MS/M.Phil track must:

  • Be a Pakistani or AJK national.
  • Hold a BS, BE, Master’s degree, or equivalent qualification representing 16 years of education in a relevant field.
  • Have a minimum 3.0/4.0 CGPA under the semester system or a first division under the annual system.
  • Have no more than one second division throughout their academic career before the final degree.
  • Provide an NOC if employed in the public sector.

Age limit: 30 years for general applicants and 35 years for public-sector university, college, R&D, or government employees. No age relaxation is allowed.

PhD Eligibility

Applicants for the PhD track must:

  • Be a Pakistani or AJK national.
  • Hold at least 18 years of education, such as an MS/M.Phil or equivalent qualification.
  • A 17-year foreign MSc/MS qualification may also be accepted with an equivalence certificate from the A&A Division at the time of application.
  • Meet the minimum 3.0/4.0 CGPA or first-division requirement.
  • Have no more than one second division before the final degree.
  • Provide an NOC if employed in the public sector.

Applicants who previously received an HEC-funded MS/M.Phil scholarship must complete a two-year residency period in Pakistan after completing that degree and provide the required NOC.

Age limit: 35 years for general applicants and 40 years for public-sector employees.

Selection Process for HEC Overseas Scholarship 2026

The selection process involves more than academic qualifications.

Candidates are shortlisted based on HAT scores and interview performance, subject to provincial quotas and the number of available scholarships in each thematic area.

Shortlisted candidates nominate their preferred country and university from the eligible Top 200 QS/THE institutions. HEC may assign a candidate to another suitable institution.

After shortlisting, candidate profiles may be shared with partner universities and agencies for placement. Applicants must also satisfy the admission requirements of their chosen university, which may include tests such as GRE, IELTS, or TOEFL.

HEC Aptitude Test (HAT).

The HEC Aptitude Test (HAT) is a mandatory part of the scholarship selection process. It is administered by the Education Testing Council (ETC) on behalf of HEC.

Candidates are shortlisted for interviews based on their HAT performance and other selection criteria, including interview performance, provincial quotas, and available slots within the thematic areas.

If you have already taken the HAT within the previous two years, your valid best score can be considered, so you do not need to take the test again.

HAT and Interview Exemption

There is a separate exemption for applicants who already hold a confirmed, unconditional admission offer for Fall 2026 from a Top 200 QS/THE-ranked university in an eligible thematic area.

Such applicants may be exempt from both the HAT and interview, provided they meet the programme’s other eligibility requirements.

HEC HAT Test Date 2026
